[Peeweelinux] kernel 2.4, panic on boot

Has anyone gotten a 2.4 kernel to boot with peewee?  I've built all 
sorts of custom packages with the new kernel (modutils, etc), but on 
boot I am getting an inability to mount the root partition:

Copying filesystem /dev/hdc2 to /dev/ram2...
kmod: failed to exec /sbin/modprobe -s -k block-major-22, errno = 2
/dev/hdc2Flushing buffers to disk...
tcsetpgrp: Inappropriate ioctl for device
kernel panic: VFS: Unable to mount root fs on 01:02

The cause seems straightforward(?), but /sbin/modprobe is there and 
should be working...?  Anyone seen this before?
